Judge Bishop has been recognized across the State for efficiency and innovation in the Courts.
Judge Bishop has been a leader in Virtual Courts. Virtual Courts allow participants to appear remotely via video-conference (e.g. Zoom). Such proceedings save public money by reducing the need to transport inmates and decreasing the need for travel by attorneys, interpreters and witnesses. As part of the Justice and municipal court judges' association, Judge Bishop took a leading role in authoring "best practices" to implement virtual courts across the State. Under his leadership, Ely Justice Court was an early adopter of these cost-savings processes.
At the request of the Nevada Supreme Court, Judge Bishop agreed for Ely Justice Court to be a pilot court for the Supreme Court's bail reform initiative. In this role, Judge Bishop was able to ensure White Pine County had a voice and input in the reforms. Due to his involvement, the reforms which ultimately mandated by the Supreme Court, could be efficiency implemented in White Pine County with minimal costs, while respecting the safety of the community.
Since 2011, many changes have been mandated by the State. Some such mandated changes have included: weekend hearings, an increase of 50% in its civil jurisdiction, eviction stays and mediations, high risk protective orders and jury trials. Judge Bishop, however, implemented procedures which have permitted Ely Justice Court to maintain the same staffing level, in 2024, as was provided in 2011.
